Like I said, I don't think I understand hydraulic lifters very well.

I FOUND IT, in the first david vizard book I looked at titled, "budget building max performance chevy small blocks,how to build horsepower vol 3". This bottomed out lifter concept is detailed on page 105 but ive also known him to more recently advocate this concept for some additional reasons.
